His visit to Dubai was primarily focused on the World Climate Action Summit, which is an essential part of COP28 in accordance with the United Nations Framework Convention on climate change (UNFCCC).

March 2023, In a major breakthrough, India and Italy are about to move past almost 10 years of hostilities, especially after the Italian marines were arrested, as both countries consider a complete bilateral defence collaboration. Giorgia Meloni, the prime minister of Italy, is anticipated to make an official announcement about this cooperative endeavour when she visits India.

Ms. Meloni, a well-known member of the far-right political movement in Italy, is coming to Delhi as the main guest of the Raisin Dialogue conference on March 2. Three months after they met on the fringes of the G-20 summit in Bali, she will meet with Prime Minister Narendra Modi, who is expected to cement talks on a broad framework for bilateral defence cooperation.

The Hindu was informed by a diplomatic source that the discussions pertain to a possible defence cooperation pact. In the event that the discussions are not completed by the time Ms. Meloni visits in March, the deal should be prepared for signature by the time she returns to India in September for the G-20 conference.

Italy’s Indo-Pacific policy is intimately associated with the planned defence pact, which is a historic first for both countries. The previous five years have seen a steady effort being made by both sides to put the ghosts of Augusta Westland and Leonardo behind them and to concentrate on Made in India endeavors, according to former Indian Ambassador to Italy Anil Wadhwa.

The Meloni government’s divergent views on the Ukraine-Russian crisis, however, give an intriguing twist to the diplomatic talks, so the visit is not without its complications. You will probably be able to see this difference in opinions clearly when Ms. Meloni participates in the Raisin Dialogue.

Remembering the tense years between 2012 and 2015, when the arrest of two Italian marines for the murder of a fisherman in Kerala caused bilateral relations to deteriorate, Ms. Meloni and her party had adopted a tough stance, even requesting the Indian Ambassador’s removal. Relations began to heal after the Permanent Court of Arbitration resolved the dispute, ruling that the marines had immunity when they fired at the Indian fishermen.

Italy has continued to participate in India’s military industry in spite of previous difficulties. For example, India’s first indigenous aircraft carrier, INS Vikrant, benefited greatly from the technological advancements and capabilities enhancements provided by Italy’s Fincantieri.

Following Prime Minister Modi’s meeting with then-Italian Prime Minister Mario Draghi in November 2021, the embargo on Italian military manufacturer Leonardo was lifted, one of the recent favourable achievements. In addition, the two countries are members of the Military collaboration Group (MCG), which promotes defence collaboration by holding frequent discussions at the operational and strategic levels.

Generally speaking, Italy and India cooperate in multilateral forums in the Indo-Pacific and Indian Ocean Region, and Italy has been a conversation partner of the Indian Ocean Rim Association since 2019.

Following extensive negotiations with Prime Minister Meloni, Prime Minister Modi made an official declaration announcing the strengthening of bilateral relations to a strategic partnership. On the occasion of the 75th anniversary of bilateral ties, it was also disclosed that Italy is a part of the Indo-Pacific Oceans Initiative.

To sum up, Prime Minster Modi’s attendance at COP28 in Dubai was characterized by notable diplomatic successes, proactive measures to combat climate change, and an enduring friendship with Italian Prime /minister Giorgia Meloni. In addition to offering a forum for talking about pressing global concerns, the summit emphasized the value of interpersonal relationship in promoting global Cooperation for sustainable future.and he Frienship between Italian PM Meloni and PM Modi steals the show at COP28
